iPhone photos in HEIC format won't open on most Windows or Android apps, and most "converters" online make you upload your photos to a server first. This one doesn't — the conversion happens right in your browser, on your own device.

For most people that's fine — but if the photos are personal, or you just don't like handing files to a stranger's server, it's better if the conversion never leaves your phone or computer at all.
Your browser reads the HEIC file directly and re-encodes it as JPG using code that runs locally — the same way a photo-editing app on your phone would. No file is sent anywhere. You can even turn off your Wi-Fi after the page loads and it will still work.
